After calling my agent, the investment bank & CPF, one of the replies finally managed to shed some light on the perceived delays for the investment. And then I discovered that it's due to my selective perception. Oh gosh! I teach about selective listening in training sessions and yet also did not manage to steer away from it in this case!
Finally, the 'mystery' is resolved!
